Yes The Front Bumper MUST be Removed to remove the headlights...

The bumper doesn't have to be completely removed but it will give you a lot more room. The trick is to loosen the bumper and remove the bolts to the top of the fender so you can pull the fender away with out completely removing it. Also make sure you put masking tape on the fender and bumper around the headlamp area to prevent scratching the paint while removing the headlamp.
