Short story, yes.
Long story, there is much more to a bumper than simply the bumper cover. Very few (if any) of the hardware is transferred so you will literally need a new bumper. Many here have done the conversion, so there should be better info for ya.

If you search for my post, I provided a COMPLETE list with part numbers and prices of everything required. It is not quick, easy, or cheap but is well worth the trouble and expense. I did the front conversion but kept the E55 headlights, mirrors, and rear bumper as I prefer these to the E63 parts.
