Windshield Wipers - only work with fluid spray?

Windshield Wipers - only work with fluid spray?
Strange situation. My wipers won't work when I twist the turn signal stalk...but they work fine when I press the stalk in for a shot of wiper fluid!
I replaced the main and auxiliary batteries (aux was about to go anyway) with no effect. This is a 2003 E55, stock.
Any diagnostic advice? I'm pretty handy with a wrench but haven't fully explored my E55 yet.
