Where do you live? I'm not aware of any states with specific bans on tinted headlights or tailights. Mosts state laws specify that tailights must show red when illuminated and be clearly visible from 500ft, the color of the lens is not important as long as the criteria above is met. If you really think about it a black tinted lens is really no different than the white and clear lens' with red bulds or leds that are now common oem equipment many makes and models of cars.

The reason is that i cover the red reflectors on the talights with the black paint...
