Can't get license plate/frame off - any ideas?

Can't get license plate/frame off - any ideas?
My license plate frame in the back seems to be stuck, I think the bolts have developed rust and won't come out. I've already tried some WD-40 and a power tool, and the bolts won't budge. Any idea on what I can do to remove this?

Probally just gonna have to snap them and then drill them out.
