I was curious can I change a painted flat black or matte into a shinnier, glossier black by painting it with a glossy clearcoat?

Same question for a powdercaoted wheel?

 

I am not sure about your particular circumstance, however for factory painted matte sufaces(my experience is on Lamborghini) it is possible to change the matte finish to a gloss finish, simply by polishing/compounding with a rotary. I would strongly advise against spraying over any exisisting paint with anything. Painting over the matte paint will merely change the appearance of the matte , but not to a gloss more of a laminated effect with the same matte look. If you could provide further details, I would be happy to advise you the best possible solution. Before proceeding with any sort of polishing, especially if involving a vehicles body panels, please take the time to take PTG reading to assure you do not remove excess amounts of paint.

Wetsand with 2000 then clear coat.

All matte finish is is a "bumpy surface" on a microscopic level. If you wetsand and bring the highs to the lows it will create a smooth surface which creates a "shine"

i prefer glossy because if you dont wash your wheels they become matte or flat black -- its like getting 2 wheels in 1.
