I hear you, are all suppose to be built the same but they do not all run the same! Sac is at 16ft elevation and that may have a bit to do with it combined with 45-60 degree temps can make for some good mph & et. I know that they fixed their timimg issue's because a few months ago I went up there and ran 11.81@118+ with a 1.78 60' if I could have matched my cars best 1.71 I may have best my 11.701 time.
