What would stop someone from using a simple "bolt out" and hammering it onto the "guard ring" and taking these right off? This reminds me of McGaurd locks but much easier to remove due to a weak wall perimeter. Heck a thin wall 12 point socket and hammer would take these off no problem.

The space between the head of the bolt and the huard ring is very thin. There isn't a socket that will fit in between. The only possible way to remove this is to drill into the center of the bolt, hammer in a bolt removal tool and take it out. Your average thief does not have the time for this type of work and it is a loud job.
