On my track rat (99 M3 with plates) I received a waiver due to the mileage and age of the car. My emissions inspector said they're granting waivers for cars over 10 years old now, especially high maintenance vehicles (e.g. BMW and Mercedes).
That, or, you can find a more 'shady' emissions place that'll turn their head and sign off on one.
Well, unfortunately for me, all the emission places here in the Phoenix area are run by the State. I'm down with the "shady" emissions route as I've spent a **** ton of money on all the other codes. Oh yeah, all the codes that I fixed before I went in and officially failed...that money doesn't count towards the waiver. It has to be money/inspections after the fail date. The guy told me "that is State and Federal Law"...yeah, I guess logic gets thrown out the window. We had a good laugh and he tried to help as best he could.Originally Posted by ArmoE55

Yeah it's like $30 in parts and a 15 min job. Mind you this is not exactly legal for street cars but unless you live in a state where they actuallyinspect your car instead of just plugging into the OBD you will pass assuming all monitors are set. That is about the extent of my knowledge from experiencing these types of CELs. Hope this solves your problem.
Hope this works out for you.
Have you thought about trying that clear scanner on the black market? The name escapes me at the moment, but it's a black device you plug into your OBD reader, clears all codes to read 'zero values'. Once the red light turns green, drive around until values are at optimal/acceptable range, run through emissions, pass with flying colors.
Granted, this is obviously illegal, but apparently it works from what I've read on other forums. The key is go the station after values have had time to log and in that acceptable range. If you go too early, the values will be zero or close to zero, which isn't enough for a PASS and if you go too late, they will obviously be incorrect and result in a FAIL.
Not sure on the name of the device, though..
