Swapping bulbs won't help. Getting a higher burning bulb only seems like it's brighter due to the color being more visible, but really will be defeated once rain and or other weather/light related environment is around. The culprit is the lens. Swap the lens out, and it will improve the overall output. Stick with 4200k to 6k burning bulbs. The closer to 4200, the more effective it is on the road for all environment situations. A combo 3k for fogs makes for the best visibility. For looks just get matching color.
