Do you need the phone for this option or can one just have the module installed for the nav, radio functions etc...

i believe you need the phone, because w/o the phone it is almost useless

That's an interesting question. My guess is the answer is no. All their cars should have Tele-aid, etc, without having to select a phone option. Hmmm. As I recall I hooked up with all that stuff right away with my C32, and didn't have my V60 with voice control added until a week later.
