Found the culprit!
This is what happens when Günther goes to work assembling parts the morning after Oktoberfest.
I think one of the sets of wires is reversed. I'll try to find a pin extractor, do the swap, and see if it works.
The new pumps are in and the car starts and idles just fine with the old harness. Part of the reason for getting the whole new assembly was for the new connector on the harness because the old one is a little burnt.

Well, I've been chasing a lean issue. Here's what happened:
I was working with Jerry getting my tune dialed in. I had been running rich for the longest time., and then after flashing one tune, it was running lean at WOT. I switched from the 80mm fixed pulley to the 77mm pulley and we were trying to tune out this lean condition. I was about 3 tunes in on the 77 when I decided to go back to the last known rich tune on the 80mm. Sure enough, it was running lean at WOT.
I had the fuel sender/filter (driver's side) replaced about 20k miles ago, so I thought the pumps would be the fix. I guess not.
