On a scheduled check at dealer, the mechanic reported a small oil leak on the steering rack, as usual the complete part was quoted for $2,400 plus $250 for installation. . Any advise...

Take your time and identify exactly where the leak is coming from yourself. I just dealt with a PS leak last weekend and spent $15 doing it.
Make sure you clean everything off thoroughly and then start the car so you can see where the leak is coming from. I would be extremely surprised if it was the actual rack itself that needs replacing.
For those that don't know, the service advisors at dealerships are paid on a comission basis so it's in their best interest to up sell you on what is broken.
