NR is what you want to avoid. Some states will allow more than 1 NR, however.

You have to be wary of the visual inspection as well. If you take it to any old inspection station and they see the pre-cats are missing, they'll fail you right there.

If you befriend a shop and they are cool, it won't matter. For me, I had to have my rear O2's turned ON and then the elbow's in.
