as many probably know, on some versions of the W211, depending in which region of the world you bought the car, there were two features called SBC Hold and SBC Stop

is it possible, even for the dealer, to activate these features on a car? apart from the software, does anything else need to change?

No, nothing else needs to change. Simply re-code the central gateway module to rest of world instead of USA

You can ask, but I doubt a dealership is going to be willing to change the country settings on a vehicle. I imagine there's liability if the SBC hold function doesn't work, and they're found to be the ones that activated it. I work for an independent repair shop, and can say that there's a 0% chance of me doing this for a customer.

SBC-Stop is turned on by pulling the cruise control lever towards you while the vehicle is stopped.
As long as the car remains under 35mph the brakes will apply automatically when you take your foot off the accelerator.
Basically it's for stop and go traffic so you don't have to alternate between throttle and brakes so much.
