When did AMG start the one man, one engine philosophy a.k.a handcrafted engines ??

Probably in 1984 when they started producing engines, but im sure they had handcrafted engines from the inception. The first plaque I had was on a 2002 c32 , not sure if prior models had the builders name on it.

As far as I know, they had always done it, just didn't start capitalizing on it (visa vie, name plaques on the engines and actually using it in marketing) until 2002 for the next-gen cars (203, 211, etc).
Except I suppose one could argue that as soon as the new 43 cars started coming out, they have abandoned it. There's been no official statement on it; just endless arguing about "what a real AMG" is. To some, it's "gotta have a V8" (which would leave out all the I6, I4, V12 powered cars) but in reality it was always "did AMG build your engine? If yes, it's an AMG."

AMG has been doing this for years, but it wasn't until 04-05 when they actually started using the engine placard that states that fact.
