Just assume that all 07-09 have the old heads bolts, as the new ones didn't start showing up for retrofit until 10-11.
Also, the previous owner could have swapped them out. But you won't truly know unless it was documented, or you remove the valve covers and check.
Regardless it's a good idea to have them done, as you never know when one might fail, which could lead to catastrophic engine failure if it's not caught in time.
The cheapest route would be to swapped them out one by one, thereby keeping the clamping force applied to the head.

Nothing wrong with the 03-04 either. In my opinion, most of the issues of the earlier ones already presented themselves and were repaired after 17 years of driving. 04 owner here...

I have to say, that there are 07-09 E63 owners that have over 150K miles, on original head bolts. But do you really want to roll the nice.
I had my changed out at 80K, but after looking at my old head bolts, they looked pretty good. But your better off safe than sorry.
The E55 is a good choice.
