Yes, that is why they have you set the crankshaft to 40 degrees after TDC when setting the cams. At that position all of the pistons are low enough to clear any valves that may be open.

Potentially. The one key is shared by the harmonic balancer and the timing chain gear, so it's possible to shear it in half and let the balancer spin loose while still retaining the gear.
