Airmatic issue - voltage at both switch pins to relay

Airmatic issue - voltage at both switch pins to relay
Hi I have a 2011 E63 new to me, bought it with the rear suspension down and trying to figure it out.
- has fault on the dash
- scan says release valve open circuit
- I've checked the fuses front/rear the SAM unit pre-fuse and the relay all good
- replaced the pump and fuse just because it's the original and I figured I might as well.
Today trying to work on it I noticed I have 12v at pin feeding 86 of the relay(normal) and 4-5v on pin feeding 85 of the relay. Has anyone experienced this??
