I would vote for the wheels and tires.
I assume they do a state inspection for emissions systems in California, right. Is it worth risking it? Or maybe it would still pass?
In CA there is a visual inspection. If it fails that, it fails. Any mods to the engine/exhaust (cats and before) has to be CARB approved. A car that passed the sniffer can still fail if there are any non CARB approved mods. There is no smog inspection on new cars for the 1st 8 years. The smog inspection frequency also varies on the county. Some remote ones require no smog inspection except when the car is sold. If you're pulled over and the officer thinks you may be noncompliant he/she can write you up to have an inspection no matter how new it is.
So, take a new vehicle and mod it. Don't get caught doing something stupid and trade it before you hit the 8 YO mark.
There are a few smog inspection shops that will turn a blind eye to mods. IIRC, the fines are in the $50K range plus loss of license. So any inspections of that type will not be cheap.
