Question for Luke on Tire Specs

Luke,

First off, thanks for all the great information you provide to this forum. I for one really appreicate it. I have learned a lot about tires.

On the TireRack website you provide various specifications for tires. And I think I undertstand almost all of them, except one. There are two specs regarding rim width. There is "rim width range." It seems pretty obvious what this means. Then there is "measured rim width." This I do not understand. For example Michelin Pilot Sport PS2 295/30/19 YR shows "rim width range" as 10 - 11". I presume this means the tire can be mounted on any wheel that is between 10 and 11 inches wide. But it also shows a "measured rim width" spec of 10.5 inches. Can you fill me in?

I guess, stated another way, "what is the difference between rim width range and measured rim width?
