HELP!! My wheels are driving me NUTs!!

HELP!! My wheels are driving me NUTs!!
i put a set of 20" ECO wheels on my 04 e320.
when i hit 40mp the vibration in steering wheel was heavy until 60mph it would smooth out.
Went to a Mods shop and they put some type of collar or something so the hub would align?? something about a tiny space between the wheel and axel. All i know it was inexpensive to fix, they put something on each wheel and it was fine.
There was a slight shimmy a while later so i had the tires balanced at a local high end shop in Miami.
The result is that the same exact thing is taking place! only much much worse! I asked the tech at the shop and he said, "the balancing machine says its zeroed"
seriously, i am begining to think adding new wheels to my car was a mistake. The ride is horrible, and the shimmy is driving me out of my skull.

The same thing that fixed your problem the first time will be the same exact thing that will fix it this time.
Whomever did your balance didn't pay attention to the centering rings you had installed and reinstalled one or all of the wheels without them.
This is why you have shaking. Your wheels were not hubcentric therefore you will need the centering rings because they return the wheel to a inner bore size that matches your 66.56 hub diameter on your car.
