Can using wheel spacers be

considered as a staggered setup? My knowledge and understanding of staggered, is that wheel widths and tires differ from front and rear. I need some clarification.
I have a set of 17x8.5 et35 with 235/45/17 tires. If I add 10mm spacer in the rear would that be considered as going staggered? It then would be 17x8.5 ET25 wouldnt it?
Reason being, I have read that staggered is not recommended on 4 matics, which is what I have.

depends on the weather
spacers would not make it a staggered setup ...

staggered wheels and tires mean they are physically a different size and or width.

Thanks Luke, so is it safe to say that wheel spacers are fine to use on 4matics?
