warped front rotors. do i need to also replace the pads? or just rotors?

warped front rotors. do i need to also replace the pads? or just rotors?
Steering wheel shakes when braking, otherwise, smooth.
I suspect warped front rotors. Thinking of replaceing the rotors and lubricating caliper parts.
Pads have lots left on them. Do I need to also replace the pads? or can I get away just with replacing the rotors?
