How much does this really change the ride? How noticeable is it? am I going to ruin the ride quality? Also, how necessary is it to lower the car afterwards?

Going from stock 17" to 19" will definitely going to affect the ride quite a bit. As there will be less rubber in between the wheel and the road. Getting 19" wheels is mostly because of the look. The wheels are generally heavier (except forged wheels), thus make your car slower. If you think "look" is more important than anything else, then 19" is the way to go. And because you want a tighter look, which means lowering will almost come hand in hand with bigger wheels. Lastly, if your area has a lot of bad roads, 19" wheels will have a higher chances of getting bent.
Some people will put all these considerations aside, they just want the tightest looking car on earth, then they will put 19". While some people will think more on the practicality side, usually they will end up with 18" instead.
Good luck!!
