Mixing Speed Rating

Mixing Speed Rating

My tire configuration:
Front: 225-45-17 94W
Rear: 245-40-17 91W

I need 2 new rear tires now. I don't even see 94W for the rear but I do see 91H and 91W. I checked the prices in Toronto, the 91W is more expensive than 91H by about $40 per tire.

Questions:
1. Since I never drive near 200 KMH, can I just buy the 91H? Keep in mind that my front tires are 94W.
2. What is the main differnece in the tires between speed ratings? Stiffer side wall, different rubber compound ?
