Are these supposedly "brand new" wheels defective ?

Are these supposedly "brand new" wheels defective ?

I bought these benz bmw replica style wheels on ebay, and upon removing one from the box I noticed this "krinkle" looking defect on the barrel.

Do you guys think it's safe to use ?

I took it to the wheel shop and the balancing machine results came out to 0.20 / 2.50

the other non defective wheels came out to 0.50 / 1.50 on the balancing machine.

the ebay store is saying this is "standard" in the industry. I bought and sold many new and used wheels and I've never seen such a horrible product out of the box.

I don't mind pounding on the weights to balance it out but I don't want to hit a small, standard road bump and have the wheel crack.

what u guys think ?

How can they say it hasnt been repaired? Looks pretty obvious to me!
