I can buy 17" stock wheels with Michelin 225/55/17 tires like new from a 2001 CL500. I would like to put them on a 98 CL500 (W140) which now has 16" stock wheels and Michlin 235/60/16.

Not True! Never heard that fable before. However, changing to incorrrect 'tire' sizes (too tall or too short) shows incorrect speedometer rating. Speed indicator on speedometor is measured by transmission gearing I believe.
The wheels are ok, however, that tire is too short. You would need a 235/55/17 tire.
