So, let's see if we can get this straight....
Even if you DID NOT try to claim you never received the wheels and scam the entire amount, you DID buy the wheels USED for only $900.
gee maybe I'm crazy, but asking over 2K even with tires and TPMS seems a bit unreasonable for twice used and twice mounted wheels.......
it would be interesting to see if the original seller has any documentation to prove his claim you tried to scam him out of his very reasonable selling price of $900......

so this is what happened so you're clear:
I complained about these and missing 3 hubrings: when he said wheels were perfect.
his reply:
I found the other three rings… That is not road rash.. That is from mounting the tires…. The Tire will cover that up.. You can’t

Fed up with him, I ask to return the wheels and request full refund since they were not as advertised. then he wants $200 for shipping.
I ask for a resolution to refund $50, so i can refinish the scratch and buy hubrings.
At this point I'm still waiting for those rings that he "shipped"
I file a complaint to paypal for item not received (only received partial)
Paypal says to resolve with seller.
At this point he's not willing to send those rings at all. He said it was in his mail room and it's over and i should go shop for my own rings.
Nice try… Pay pal has already gave my money back…
