Have you tried being given an insurance brochure when you are walking in malls? This is the same thing. By allowing people free quotations, they would also act as if they are giving away company brochures or leaflets.
And if they are able to satisfy you with the best deal, it is likely you will recommend the insurance company to family and friends. It is a sort of advertising campaign where both company and consumer walk away happy and satisfied
