If the blown bulb is in the instrument cluster, such as the two bulbs that illuminate the cluster or the warning row bulbs, then the cluster has to be removed from the dash. The steering wheel can stay in place. I believe if you search this forum, you'll find quite a few posts on pulling the cluster.
If you're going thru the trouble of pulling the cluster, just go ahead and replace all the bulbs. On pre-86 cars, the O2 warning bulb is probably "missing" since the only way to reset the warning after it switched on the frist time was to remove the bulb.
Resist the temptation to use higher wattage or "white/blue" bulbs. They do melt plastic, resulting in less light getting to the cluster.

I replaced the heater core, so replaced ALL bulbs in the instrument cluster.
I was wondering why that O2 bulb was missing. Being me, I put one in & it stay ON...so had to pull cluster out & remove bulb.

Two points about this:
(1) Don't just attempt to lever the instrument binnacle out of the dashboard with a couple of screwdrivers - the likely result is that you will end-up cracking the plastic dash panels surrounding it ! Slide a couple of old credit cards into the gap between binnacle and dash then grip it using outwards pressure from damp fingers or rubber gloves at the sides and wriggle it forwards. Nimble fingers can replace bulbs without having to remove the speedo cable to allow it to come right out.
(2) Unless you want to spend the rest of your life performing this procedure, invest in LED replacements, of the correct colours, as they:
(a) Last forever,
(b) Produce no heat,
(c) Use less current.
- but LEDs aren't really suitable for the instrument illumination, unless you wire-in several more (easy !) as their light is rather directional.
Hope the above helps.

I just replaced my cluster bulbs. The MB part number to get is: N072601 012240. There are two of these in the upper section that illuminate the cluster gauges, and there's also another one on the lower left, (when looking at the cluster straight on), which I believe is for the battery light . I replaced all three while I was at it, even though only one was blown out.
As someone else previously mentioned on one of these threads, I was able to replace the bulbs without removing the speedometer cable, just by snipping the two straps that secure the speedometer cable in place from the transmission up to the firewall. Doing that gives another 3-4 inches of slack in the cable, just enough to sneak a hand behind the cluster, after removing the friction-fit cluster with the two special hooks that allow one to grab it and wiggle it outward.
The photo shows the bulbs. The new bulbs are inserted into the black plastic holders/sockets which just twist into the cluster.
