What's the purpose???
When I pull the hood release, I still can't open the hood. The driver's side still catches. In order to get the hood open, I have to maintain constant pressure on the release (person or improvision).
Does the part on the left side of the latch in the photo below have anything to do with this? I'm referrring to the round plunger. It moves in and out without any resistance.

Your plunger is missing it's spring. Go but a new plunger assembly, they are pretty cheap (Approx ~$12) at your dealer. Part #2158800129
These last about 10 years before they explode and break. Mine flew across the garage one day.
