High oil pressure / 190E 2.3 86
Is it normail for these cars to have super high oil pressure. My oil guage is between 1.5-2 in idle, but gets maxxed out to 3 when the car is driving. Is this normal? I have bought and replaced a new valve cover seal which still leaks oil. Also, should I use a torque wrench when tightening down the valve cover?

That oil pressure is normal! Well within spec.
You should tourque properly all things, but they really do not need to be that tight. You should not crank them down to much as you will end up bending the cover somewhat and it will not seal properly.

Have your engine's compression checked in all cylinders. If the blow-by is excessive (lots of oil in the air cleaner housing) then it might be that the valves aren't closing all the way or that the valve seals might need to be replaced (hmm, after 20 years, could be?).
