Smog pump?

Smog pump?
There is something that is making a noise that resembles a duck chocking to death.
It is intermitten and isnt my AC. So Im guessing smog pump?
If I take the hoses, cut them, cap them off, and assentially make the smog pump do nothing. Is that ok? Will that hurt anything to not have whatever the smog pump does, do?
I heard the hoses are rubber. So it shouldnt be too hard to cut and cap.
Any help or advice wil be greatly appricited.
