Rough start up

Hey all, I bought my mother a 93 190e 2.3 with 106k it runs and drives great but when I start it up it either will not start right away or idles very rough at around 600 rpms(hard chugs/sputters) and dies.

Today car was parked in the driveway (which is an incline) with the car facing uphill it cranked for 5 seconds. So put it in neutral and rolled it into the alley which is pretty flat and it started after a few seconds. It seems to start and run like crap when I park it on a level surface. I started the car while it was warm on a level surface it first started and died then on the second start up it rev'd up to 3k RPMs and stayed there so I shut it off again. The third start up was normal, what the heck!

I have no idea what would cause this weird starting issue, possibly a problem with the throttle body??

I'm not trying to patronise you but I had a Holden (Australia) that if low on fuel and parked on a cambered kerb, would cough and fart it's way to starting due to the fuel pick up being on the opposite side to the kerb - make sure it's doing this with a full tank of juice - then you can eliminate this

This is my mothers car, she claims it only does it on an incline. I took a look at it today it does it no matter what (warm, cold) It had half a tank the first time I looked today it has a quarter so I do not think it is fuel. I am not familiar with throttle body injected systems, I think it has something to do with the problem.

It has trouble starting, chokes and dies, it will start with a tap of the gas pedal. once its running its smooth.
