I just replaced the ballast on one headlight, and they can be replaced separately - I have Bi-Xenon lights, so the part numbers you need may be different from my DIY writeup at http://www.benzworld.org/forums/w220...t-removal.html
The main point is, search the web thoroughly, and be receptive to the idea that more than one part number may work just fine in your car. The ballast for mine is sold by some dealers for $1350. While I did get the exact part number for my car (via a supplier selling on Amazon), I paid about 1/6 of that price.
