I believe it's for activating the TV feature on the E class. W211.

Yes, the auction winner sends part of the COMAND to that guy, who then hooks it up to his software and activates TV and DVD, so it can be watched while driving (illigal in Germany)

Well, it's not actually illegal. The EU Commission has issued a recommendation to implement interlocks for viewing DVD/TV while in motion. There are no laws against it. DC has decided to implement this recommendation.

bottom line:

the item is just a software update to override the built-in protection that turns off
the tv after the car goes faster than 7 km per hour ( ~ 4 mph).
i think this protection is only built-in in the european (e.g. german) versions of the comand.
