This is the older COMAND system, but I'm assuming it means the same thing as in the later systems. It indicates whether the SOS eCall system is ready. Perhaps not as intuitive as in the newer UIs where it is more prominent and clearly states what it means. It usually takes a moment before it is ready. Starts out as not ready in my case, but within a few moments it's ready. I think it has to acquire a GPS lock first before it is ready and the cellular connection has to be connected obviously.
