1994 C280 Ignition/Tumbler frozen.

Right now my ignition is frozen. I can insert and remove key easily. I can turn the key roughly 30 degrees to the point of it unlocking the steering wheel. But it comes another 60 degrees short from being able to be put into the Accesory position (2nd black notch) for easy assembly removal. Ive done much jiggleing and wiggleing... I even used a orbital sander to give it super vibrations in hope of getting lucky and getting the pins to magically pop in place while turn the key with a wrench.
I guess Im pretty much screwed.
I made this post because I need some opinions on price quotes of future work that would be done to fix this issue. Ive made an appointment with Phil Smart MB of Seattle to get everything fixed. But they quoted me "$800" for parts and labor to get the ignition cylinder drilled out and replaced. Is it just me, or does this sound like an insane price quote. From searching around the net, the norm seems like $400ish.
If you know of places in the greater Seattle areathat may be able to help me. Any suggestions or hints will be helpful. I have to note that I am not THAT handy with tools, good enough that I can do most bolt on/off work, but when it comes to drilling something out I am completely paranoid (and have lack of drills).
