I am not for sure where it is located ,but it could possible be a blower motor resistor. If you can find it they are usually not hard to replace.I replaced one last week on a Chrysler minivan ,it was on the firewall directly behind the glove box.The part was $14.00 at advance auto.My daughter drives a 1994 850 volvo,I think it need one also, her fan works on 2 speeds only. The price for one on the volvo is around $130.00.I will probable go to the dealer and ask to look at the part if they have it ,or try to locate it and see if needed or can be repaired. Also chek fuse.

same exact problem here with my 2000 C280. I 1st thought that the supply wire was open but ultimately it seemed to be the brushes in the fan motor itself. I cleaned it with electrical contact cleaner and the motor worked for the winter. Now it is dead again so I will replace the motor and maybe the regulator afterwords. The motor bearing are squeaky also so I will finally bite the bullet this time.

I had this problem, heater would only occasionally blow air in.. eventually it stopped.. turned out to be the motor brushes, apparently a common fault.
I ordered replacement brushes from ebay for about £10.. this site has a good breakdown on what needs to be pulled out http://www.mbclub.co.uk/forums/elect...lots-pics.html
once you have the blower motor out, you can see where the brushes are kept in place by metal clips with little springs behind it.. take off the little metal clip (carefully so that the spring doesn't fly off!) remove the old brushes by heating their solder point with a soldering iron.. solder the new brushes in.. reattach spring n clips.. reassemble motor and replace everything and voila.. problem sorted
btw, i have no automotive/engineering knowledge (never even changed engine oil) but found it a really simple fix
