'95 C220, Minor Problems - Rims, Windshield Pump and Power Seats

Hello,
So I bought my C220 about 4 months ago. It has about 101k mi.

I have a seat problem, My power seat (driver) will not tilt up and down.
Head rest, leg room and back recliner work fine, but the tilt on the lower part, both front and back doesnt work. The switch can be heard making a faint click when I touch the front end/Downward control. The other 3 directions (frnt up, back up and down) do not "click". What's up with that?

So I want to buy a better wheel set, Thinking 17 or 18 by 8.5 (probably 225 or 245 tires)
I found a wheel set that has offset et22. Is that too low?

My Windshield Pump sprayer is not working. It will come out very low pressure and just trickles, only on the right side. Left is juiceless...
I replaced the pump with a pump I bought off of a car that was parting out.
I looked in the Fluid reservoir and their is some junk in the bottom.
Do I need to flush the res. and the lines?
How do I do it?

Also where is the best place to get a cheap OEM CD Changer Magazine?

I have a black car and there are some really bad scratches in the paint. Is there a good way to fix all that? Special black wax?
Do I need a full paint job? How much does that run?

I have learned more just reading about my car here, than any one person could ever tell me. Thank you all for looking and helping me with my little issues.

1. You buy another seat switch on ebay...take off the door panel and replace it...
2. +22 is low you want to stay around +35 and up..
3. probably clogged
4. ebay probably, but you can buy an aftermarket cd changer and adapter for your car i have a jvc cd changer

What happens if I run these wheels anyway?
Will the tire rub or it will look stupid and "wack gangster" with the wheels poking really far out?
We are talking on centimeter, right? Less than a half an inch?
So 22 is really bad?

You're talking about 13mm more out than you need to be... it will rub but you can put a smaller tire on it like a 215/45 or something like that..
