So..leave the light on all the time even when the car is not on ?..Besides the question of why...you would, of course, drain the battery and the car would not start in the morning with a dead battery...
Also make sure to open your garage door when your car is running...think the exhaust fumes are getting to you..

Do you want it to "like" stay on all the time, or actually stay on all the time :p

What you could do is run a new wire from your battery to the cigarette lighter and swap the ACC power with this new constant line. Or, you could split the constant power from your radio and run it in a similar manner. Unforunately you run the risk of blowing a fuse, so it would be a good idea to put an inline fuse between the cig lighter and your new line.
I'm just slightly confused why you want the cig lighter to stay on indefinately. It won't drain your battery if nothing is plugged in, but what would you want to plug in when the car is off?
And yes, your car's battery will drain with the key in any position other than off and engine on.
