a/c does NOT shut off

a/c does NOT shut off
Ok. This is starting to **** me off. The a/c when turned to '0' is still letting cold air out of the vents. This has never happened before. I have to turn the a/c on and off several times before it would completely turn off.
This may or may not be related to the problem, but I recently moved down to FL. Is the car just anticipating from the outside temp that I will turn on the a/c and is just 'warming up' to shoot some cold air?
btw, the residue from the a/c is horrible. I never noticed it this bad till moving down here to FL.
