Likely blown temp sensor unit.

stupid question possibly- but what makes you think they aren't working? cars with electric fans aren't like old cars that constantly had the fan turning via the water pump pulley/belt.

Some vehicles have 2 & some one depending on spec.

Your fan seems to be working correctly - It will only kick on & into high gear as needed by the engine & the aircon

i have been having problems with my A/C as i have started a thread about a year ago.. it is annoying at idle it is warm, but when i get on the freeway it becomes ice cold. so every year i debate to get it fixed or not. heh

It does sound as though you are not getting enough air through the condensor when stationary. Maybe the cars fans are not kicking in when the aircon needs them. Could be an aircon temp sensor blown.
