So, question:
what exactly does "electronic" mean by some of them? If I have fluid in my washer reservoir, does that then mean that there is no fuse at fault if I'm getting no juice, and that it has to be the pump motor is bad?

Electronic means that there is a transistor in the SAM that controls the circuit. A fuse is not necessary to protect the wiring because the transistor is current limited, and there is an output on the transistor that measures the actual current flowing in the circuit and sends it to the controller. If the controller reads a current that is too high or too low for the circuit it will turn off the transistor (actually a high side FET) to avoid damage to the circuit.
If your washer motor has an open winding, nothing will happen. The current would be zero and the controller would turn it off, assuming it is open or unplugged. If the motor were jammed or shorted the controller would read a high current and turn off the circuit until it is serviced.
