I'm sure he was talking W203 since this is the 203 forum and his "drives: 2007.." car.
Mine shut off with the highs. Normal. I'm sure you can wire it to change it, but the fogs are more for decoration. Mine are properly aimed and are hardly noticeable. Maybe it's my 55w HIDs overpowering them..

If you can find your light circut just add a diode between your Highbeam wire and your fog light wire. just put the diode in so that the current flows from the Highbeam to your fog lights. Should be located under the dash somewhere. I done this mod on my Z71, but also added a diode so my Lowbeams stayed on with the Highs.

OEM standard is that fog lights turn off when you put on high beams. There are only 2 exceptions that I can think of:
1) What you saw was the passive cornerning lighting (where the foglight that is on the side you are turning towards lights up)
or
2) The primary foglights are wired differently (Like mine, where I have a quad fog setup and my primary foglights turn on with in Auto setting, when the headlights go on...which allows me to put on my brights and still have the foglights on).
If we're strictly talking about OEM, I can't remember a car that ever had the capability of having high beams on without the foglights turning off, per regulations.

mine has the xenons from factory and i can have the high beams on at the same time as the foglights if i put the light switch on the selction just to the right of AUTO. the one that just turns on your city lights.

That's an interesting observation. I guess that's because legally without the low beams on you can have the fogs and highs on. Seems that they put quite a bit of thought into this.

When you turn on the high beams (while the primary headlights are on), technically speaking there are 2 sets of lights on (high beams and low beams w/ 1 set of parking lights), which is why the foglights automatically turn off.
