I see a lot of talk about buying or selling the headlights but what about the ballast or igniter? Do these come with the lights when people sell them or do you need to purchase these separately? Is the wiring different? I guess my question is what parts are needed to install on a non-bi xenon W203?

Bi-Xenons are an entire set that replaces your entire headlight assembly.

There are no extra things like an HID kit: ballast/bulbs/etc.

Thanks, I didn't realize all the components were incorporated into the headlight assembly.
