slight correction:
on low beam, the shutter is up to create the cutoff. it covers half of the HID beam.
on high beam, the shutter is down and uncovers the full HID beam. in addition the
adjacent H7 beam is activated.

well, at first, i figured it was because it was from your perspective from the
lower half of the globe. but even so, down and up would be relative and
the description would remain the same.
