The receptacle part should bolt to the floor. Obvious once you get the seat out, just make sure you torque them back right if you replace them.
However, if you are talking about the black plastic that goes around the buckle part, I believe the only way to get that is to replace the entire belt/buckle assembly.

A problem with the front two buckles can cause the SRS light to illuminate. All outboard seats have pre-tensioners, and problems with those will also cause an SRS warning.
