Constant cold air in footwell when AC is on??
I just purchased a 2003 C240. Apparently, no matter what setting, so long the AC is on, cold air comes out of the footwell. After 30 minutes or so, my toes are cold and uncomfortable. Same for auto on or off.
Is this normal? Thanks for helping. If this is not normal, would it be costly to repair?

Not normal. Presuming the controller is not set to blow on your feet.
First try doing a system/flap reset.

If this does not work it is likely a failed stepper motor or stepper motor arm. Spares are cheap but quite a bit of dash stripping is required. You are lucky you have a 240 - less stepper motors than a 320.

Your car is probably pre redesigned arms. Do you sometimes hear ticking noises?
First try doing a system/flap reset.
